I'm confused... those who are doctors or engineers in the military are still considered to be soldiers for all intents and purposes. Doctors and engineers not affiliated with the military would obviously not qualify for any free medical care from the military. Free vision corrective surgery (Lasik or PRK) is only offered to military members, they will not pay for civilians to have it done. However, civilians who work for DoD have very good health benefits so I imagine that they would be able to get it done on base relatively cheap. As the other poster said, you do go on a waiting list and they prioritize the lists so you may be waiting a while. I had to wait over a year to get mine done.
